About the Role
- We are looking for an experienced Budget and Planning Manager to lead budgeting, planning, project controls, technical office, and commercial management across major construction developments. This role supports executive management by providing accurate budgeting, forecasting, scheduling, and project performance reporting.
Location: Baku, Azerbaijan
Employment Type: Full-time
Key Responsibilities
- Manage project budgets, forecasts, and cost control.
- Develop and maintain master project schedules.
- Lead Technical Office and project control activities.
- Coordinate tendering and procurement planning.
- Manage contracts, variations, and payment certifications.
- Support Value Engineering and cost optimization.
- Prepare executive reports and risk assessments.
- Improve planning systems and reporting processes.
Requirements
- Bachelor's degree in Civil Engineering, Construction Management, or a related field.
- Minimum 18 years of relevant experience.
- At least 8 years in Budget & Planning, Project Controls, or Technical Office management.
- Strong experience in residential, commercial, hospitality, or mixed-use developments.
- Advanced knowledge of Primavera P6, MS Project, and Excel.
- Fluent Azerbaijani and good English.
- Excellent analytical and leadership skills.
