Facility Operations Manager

Compensation: 3,500 – 4,000 NET AZN + performance bonuses

About the Role

• We are seeking an experienced, proactive, and result-oriented Facility Operations Manager to take single-accountability ownership of the day-to-day operations, maintenance, safety, and tenant services for a modern commercial facility in Baku.

This role integrates hard services, soft services, security, operational IT, HSE, and contractor governance to ensure seamless building performance, compliance, and exceptional tenant experience.

Key Responsibilities

• Hard & Soft Services Leadership: Oversee HVAC, electrical, plumbing, BMS, elevators, fire/life-safety systems, as well as housekeeping, waste management, and security operations.
• Preventive Maintenance & CMMS: Establish planned preventive (PPM) & predictive maintenance using CMMS/CAFM systems; manage work orders, downtime, and asset registers.
• Vendor & Procurement Governance: Lead contractor selection, SLAs/KPIs, performance evaluations, contract renewals, and vendor compliance.
• Financial & Energy Control: Prepare and manage annual OpEx budgets and CapEx proposals; monitor utility consumption and drive energy-efficiency initiatives.
• Tenant & Fit-out Oversight: Handle post-handover tenant operations, service-level helpdesk requests, and supervise tenant fit-out processes.
• HSE & Operational Readiness: Enforce local/international HSE standards, emergency procedures, permits-to-work, and statutory/regulatory compliance.

Key Qualifications & Requirements

• Education: Bachelor’s degree in Mechanical, Electrical, Building Services, Facilities Management, or Engineering discipline.
• Experience: 8+ years in facilities/building operations, including 3+ years in a senior management role (experience in multi-tenant office, mixed-use, retail, or hospitality property preferred).
• Technical Expertise: Demonstrated command of both hard & soft services, CMMS/CAFM platforms, SLA/KPI management, and operational budgeting.
• Certifications (Advantage): IFMA (FMP/CFM), RICS, NEBOSH/IOSH, or equivalent operational credentials.
• Languages: Professional Azerbaijani is required; English is strongly preferred; Russian is an advantage.
