HR Manager - Rapid Solutions (Neftçala, 2026)

Location: Banka, Neftchala

We are seeking an experienced HR Manager to lead and oversee all HR functions for a major solar energy project in Azerbaijan. The successful candidate will manage recruitment and workforce mobilization, employee relations, payroll coordination, performance management, training, and HR compliance, while ensuring alignment with Azerbaijan's Labor Code and international labor and social standards.

Key Responsibilities:

• Lead end-to-end recruitment, onboarding, and workforce mobilization.
• Oversee HR operations, including performance management, training, employee relations, and payroll coordination.
• Monitor subcontractor HR practices, personnel documentation, and labor compliance.
• Ensure compliance with Azerbaijan's Labor Code and applicable international labor and social standards.
• Maintain audit-ready HR records and prepare documentation for client and lender audits.
• Promote a strong Health, Safety, Social, and Environmental (HSSE) culture across the project.

Requirements:

• Minimum 5 years of progressive HR experience, including at least 3 years in major infrastructure or construction projects.
• Proven experience managing HR operations in subcontractor and labor-intensive project environments.
• Experience working on at least two internationally funded power or infrastructure projects under active lender supervision, such as EBRD, World Bank, or ADB.
• Fluency in English and Azerbaijani; Russian is an advantage.
• Strong knowledge of Azerbaijan's Labor Code and international labor and social standards.
• Experience with HRIS systems and Microsoft Office Suite.
