Project / Delivery Manager

Job Purpose

• To manage the implementation of a carrier-grade Deep Packet Inspection (DPI) and network intelligence platform. The role holder is accountable for the scope, requirements, schedule, budget and quality of assigned projects, from contract signature through to acceptance and handover to support.

Duties and Responsibilities

• Plan and manage deployment projects, including project charters, schedules, budgets, resource plans and risk registers.
• Translate statements of work into delivery plans with defined acceptance criteria and milestone schedules.
• Coordinate network, systems and analytics engineers through site surveys, capacity sizing, equipment installation, configuration and cutover.
• Plan maintenance windows and cutovers in live production networks, including rollback procedures.
• Manage integration with customer billing, charging, policy, CRM and security operations systems.
• Conduct factory and site acceptance testing and obtain formal customer sign-off.
• Act as the principal point of contact for customer program offices and technical leadership; chair steering committees and issue regular progress reports.
• Manage subcontractors and equipment suppliers, including delivery schedules, logistics and customs clearance.
• Administer change control and assess the commercial and schedule impact of scope variations.
• Ensure structured handover to support operations, including runbooks, knowledge transfer and customer training.
• Support presales activity with delivery scoping and effort estimation.

Requirements

Education and experience

• Bachelor's degree in telecommunications, computer science, engineering or a related discipline.
• Minimum 5 years' experience in project or delivery management, including at least 3 years delivering technical solutions to telecom operators, government or critical-infrastructure customers.

Technical knowledge

• Sound understanding of IP networking, TCP/IP, encrypted traffic behavior, mobile core (4G/5G) and fixed broadband architectures, DPI and policy control, traffic management and QoS.
• Familiarity with on-premise and private-cloud delivery: Linux, virtualisation, containers, high-availability clustering, and hardware sizing for high-throughput environments.

Professional skills

• Competence in formal project methodologies (PMBOK, PRINCE2) and iterative frameworks (Scrum, Kanban, XP).
• Commercial literacy in statements of work, milestone billing and subcontractor management.
• Strong reporting, negotiation and stakeholder management skills.

Languages

• Fluent English and Azerbaijani. Russian or Turkish an advantage.

Other

• Willingness to travel regularly across the CIS, Middle East and Central Asia, and to work scheduled night or weekend cutover windows.

Desirable

• PMP, PRINCE2 Practitioner or equivalent certification.
• Experience with DPI, policy control, network monitoring, data intelligence or cybersecurity platforms.
• ITIL foundation knowledge and experience in support transition and SLA design.
• Vendor-side or systems-integrator background.
